Executive Assistant & Human Resources




SUMMARY: The Executive Assistant & HR responsibilities include, but are not limited to: assist the Executive Director in carrying out day-to-day work activities, help research information, organize and maintain Park District files, coordinate all Park Board (Workshop, Regular, and Special) and Foundation meeting duties, assist with the selection of staff and new employee on-boarding, perform payroll tasks, serve as Benefits Coordinator and Wellness Ambassador, and act as a strategic partner to all administrative staff regarding personnel. This is a year-round, hourly, full-time position, working at least 40 hours per average workweek. The Executive Assistant & HR will also be expected to work some predetermined nights and weekends in addition to hours worked during the standard workweek.

QUALIFICATIONS: A. Bachelor’s Degree in Human Resources or other related fields B. Park District secretarial and/or Human Resources work experience, or similar job experience, preferred C. Proficient in verbal and written communication, as well as basic computer word processing software (i.e. Microsoft Office 365, Outlook) D. Exhibits excellent problem-solving abilities with good judgment E. Organized with the ability to prioritize and multi-task F. Must possess a valid Illinois driver’s license.


IMMEDIATE SUPERVISOR: The Executive Assistant & HR reports directly to the Executive Director for all administrative and personnel services and reports directly to the Business Services Manager for all payroll and benefits services.


SUPERVISORY FUNCTION: This position has no supervisory responsibilities


ESSENTIAL FUNCTIONS: Executive Assistant A. Ensure Park Board and Foundation meeting readiness for all parties involved through conducting necessary preparation tasks B. Attend, record, and call roll at all Park Board and Foundation meetings C. Maintain the proper filing, posting, and distribution of all Park Board and Foundation meeting agendas, minutes, recordings, and supporting documentation D. Act as the District’s Open Meetings Act (OMA) Designee and Freedom of Information Act (FOIA) Officer, upon certification E. Contribute to the organization and maintenance of the Park District’s central filing system (electronic and physical documentation) F. Perform confidential administrative tasks and properly manage documents containing the personal/confidential information of District staff G. Ensure the preparation, approval, filing, and distribution of Resolutions and Ordinances. H. Manage registration and accommodation bookings for Park District staff and Park Board Commissioners to attend select conferences I. Handle the following annual Park Foundation items: Charitable Games License Renewal, Annual Report General Not for Profit Corporation Act, and Form 990-N (Electronic Notice [E-Postcard] for Tax-Exempt Organizations not Required to File Form 990 or 990-EZ) J. Encourage and present new ideas to improve operations of the agency K. Assist with the risk management within your responsibilities and the overall district L. Responsible for maintaining a safe work environment within your responsibilities and following all safety rules and guidelines M. Attend all Admin Team Meetings and training sessions as required by the position


Human Resources A. Maintain confidential personnel and payroll records B. Assist Supervisory Staff with personnel recruitment and selection processes C. Assist Business Services Manager with payroll processes D. Perform all pre-employment screening tasks/tests for new employees and handle all reference and credit checks for past and current employees E. Update HRIS database records (Payroll and TimePro) and process paperwork for new hires, terminations, and other status changes F. Serve as Benefits Coordinator and Wellness Ambassador for PDRMA (refer to Benefits Coordinator and PDRMA Wellness Ambassador job descriptions) G. Assist Business Services Manager with Workers’ Compensation claims H. Provide professional advice to supervisors and administrative staff regarding personnel practices, policies, and procedures I. Sit on the Safety & Wellness Committee and attend all meetings J. Help build and foster effective, cooperative working relationships with inter-and intra-department personnel K. Encourage and present new ideas to improve operations of the agency MARGINAL FUNCTIONS: A. Assist all employees of the Park District as needed B. Complete special projects and reports as needed C. Provide assistance to assure effective relationships with all District-sponsored and affiliated groups and their activities, as needed D. Assist with or prepare internal and external correspondence E. Help foster a positive, efficient, and supportive company culture

PSYCHOLOGICAL CONSIDERATIONS: A. Exhibits patience, a professional manner, and strong customer service skills B. Possesses the ability to assist with conflict resolution involving District staff and patrons C. Demonstrates good decision-making capabilities, especially in order to assure the safety of staff and patrons in District parks and facilities D. Supportive and empathetic to staff and patrons E. Possesses the ability to act with integrity and as a confidant regarding sensitive and confidential personnel information

PHYSIOLOGICAL CONSIDERATIONS: A. Sitting, standing, typing, walking frequently B. Reaching, handling frequently C. Balancing, stooping, kneeling frequently D. Lifting 10-50 lbs. occasionally Lifting requirements should not exceed 50 lbs. without assistance E. Pushing, pulling occasionally F. Climbing occasionally

ENVIRONMENTAL CONSIDERATIONS: Work activities are typically performed indoors during all seasons of the year. Varying conditions may include indoor lighting and temperature, outdoor elements, and potential exposure to chronic infectious diseases. There is occasional exposure to outdoor elements when in transit to and/or participating in meetings, programs, special events, and conferences.
